Human Rights Watch (HRW) is
known as the world's leading non-governmental organizations that conducts research
and advocacy on human rights and operates in more than ninety countries. Its annual World
Report presents review of human rights developments. Its headquarters are
in New York. The recently published HRW Report 2013 is of 665 pages and it is
HRW’s twenty-third annual review.
The report alleged that
Pakistani government had failed to act against abuses by security and
intelligence agencies, which continued to allow extremist groups to attack
religious agencies. Recent HRW Report is not the first to target security
agencies, last year the 132 folio HRW report “We Can Torture, or Keep You for
Years: Enforced Disappearances by Pakistan Security Forces in Balochistan”
highlighted dozens of disappearances in Balochistan. In 2012, the report
presented a ruthless, overwhelming and brazenly image of Baloch disappearing,
torturing and killing, whilst it hammers the final nail in coffin by putting
all the blames on security forces for these entire brutal strokes. Hence the
recent HRW report didn’t come like a blot from blue as such reports used to
appear periodically in past to sprinkle salt over wounds. The organization has
once again blamed Army for sectarian killings in Pakistan. Ali Dayan Hasan Pakistan
director at Human Rights Watch stated that “Pakistan’s human rights crisis
worsened markedly in 2012 with religious minorities bearing the brunt of
killings and repression, while the military continued to perpetrate abuses with
impunity in Balochistan and beyond, Sunni extremists killed hundreds of Shia
Muslims and the Taliban attacked schools, students, and teachers.” The statement seems very illogical to
understand, why military will fan militancy in its own country when it is
already fighting war on terror and has sacrificed a lot in fight against
militancy. Report clearly appears one tailed and biased as it has only
mentioned the digits in order to screw security forces for the wide sectarian
killings and human rights violation, while neither the report blame government
for prevailing issues of poverty, unemployment, high prices nor it speaks about
those terrorist incidents which entail different insurgent groups! Report has
highlighted the assassination of eight journalists, attack on media house and Taliban
threats to media outlets over their coverage but government is not blamed here
for these upheavals. The report speaks in a way as if it was meant to be
written only to defame security forces.
As far as the Balochistan bullet
and butter enigma considered it is not a new tale, historical grievances stayed
unhealed even after six decades. Baloch Nationalist always remained more prone
towards separation which encouraged the foreign sponsors to play their cards
for self-interest as US senate spoke covertly for an independent Balochistan
efforts, hence such reports can be counted as after-shocks of such fatal
sponsorships. It has been clarified various
time that Pakistan’s security forces are not involved in any
extra-constitutional or extra-judicial activities, while the presented report
tried to malign the law enforcement agencies by not projecting their good
deeds, because to project the law enforcement forces in a bad light was in the
interest of such human rights organizations due to their own interests.
Report merely presents the
issues in the prism of criticism; otherwise the efforts made by security forces
in counter-terrorism activities are truly appreciate able. Security forces have
lost 3600 lives in fighting against militants and 1200 has been injured so far.
As far as the achievements on recovery of missing persons are concerned it has
been clarified by officials that the law enforcing agencies were cooperating
with the federal government and judicial tribunals. Some militant organizations
killed their own people when they become useless after being injured, such
issues should also be highlighted under disappearances factor especially by our
media! In fact in Balochistan there are various factor which demands
consideration since all these issues are interlinked and are dragging
Balochistan towards jeopardy.
A spokesman of ISPR has termed
the Human Rights Watch (HRW) recent report a pack of lies, propaganda driven
and totally biased. ISPR stated “it is yet another attempt to malign Pakistan
and its institutions through fabricated and unverified reports, completely favoring
an anti Pakistan agenda. The HRW has based its opinion on imprecise facts and
biased views. The HRW report seems to be a clear attempt to further fuel
already ongoing scectarian violence and to create chaos and disorder in
Pakistan. HRW has no credibility and has been criticized world-wide for raising
controversies through its biased reports and funding from certain quarters and
its reports have been rejected by many countries of the world.”
Hasan criticized Pakistan’s
military counterterrorism activities by stating that “By committing abuses
against suspected militants in Balochistan and Taliban in FATA, the military is
fueling the militancy it is fighting.” However the killings of civilians on
these places by US drones and NATO attacks are not being mentioned. Reports
from Amnesty International and HRW totally present one sided and biased view
because these organizations are being funded by US. It must be ensured that the security forces
and intelligence agencies have nothing to do with target sectarian killings and
violence, we need to counter foreign sponsor propagandas who always add logics
in their propagandas, it’s a psychological war and we have to fight it
logically as well. Here the importance of media cannot be denied; Media need to
highlight the propaganda which is targeted to boost Shia-Sunni conflicts. We should
project the sincere efforts of those institutions who are concerned in a
positive way to improve the situation.
